Do short walks and movement breaks count if I cannot manage a full workout?

Yes. Short periods of activity count, and some movement is better than none. You do not have to wait until you can complete a long workout to begin benefiting. CDC.

A brief walk, an extra trip around the house or a manageable movement break can help you build a routine. What is appropriate depends on your starting point and physical limitations.
